STAFF RECOMMENDATION
Recommendation
Approve and authorize the Chairman to execute the Amendment to the original Agreement between the Baldwin County Commission and Pictometry International Corporation d/b/a EagleView, in the amount of $383,544.02 for Digital Countywide Orthophotos Acquisition for a 2026 fall flyover. The funding source for this project will be Reappraisal budget (12051810.51500).

BACKGROUND INFORMATION
Background: Staff is presenting to the Commission for approval an Amendment to the original Agreement between the Baldwin County Commission and Pictometry International Corporation d/b/a Eagleview, for Digital Countywide Orthophotos Acquisition for the 2026 flyover in the amount of $383,544.02. The original Agreement with Eagleview was approved on June 2, 2026, in the amount of $467,112.92 for a period of three (3) years. The original agreement included three (3) flyovers: the first in January 2027, the second in January 2028, and the third in January 2029. This amendment will add an extra flight for the fall of 2026 to capture the continued growth in designated areas.
Previous Commission action/date:
6/02/2026 meeting: Approved and authorized the Chairman to execute the Master Services Agreement with Pictometry International Corp. d/b/a EagleView for the 2026 Digital Orthophoto Acquisition in the amount of $467,112.92. Agreement is effective upon full execution for a period of three (3) years.
02/19/2026 meeting: Authorized staff to begin negotiations with Pictometry International Corp. d/b/a EagleView and G-Squared, LLC, so that a final recommendation for award can be made to the Baldwin County Commission for the acquisition of countywide orthophotos and optional building footprint data.
12/16/2025 meeting: Authorized the Purchasing Director to advertise the Request for Qualifications (RFQ) for the acquisition of countywide orthophotos and optional building footprint data.
The Baldwin County Commission has maintained a full suite of GIS data dating back to 1996.
