STAFF RECOMMENDATION
Recommendation
Regarding Baldwin County Commission (Highway Department) policies, take the following actions:
1) Adopt revised Policy 9.8 - County Right-of-Way Utility Construction; and
2) Adopt revised Policy 9.11 - License Agreement Between Baldwin County and Citizens/Corporations for Work on County Rights-of-Way.

BACKGROUND INFORMATION
Background: Staff is reviewing policies under the Highway Department and proposing updates and revisions to policies in an effort to simplify and streamline outdated processes.
Summary of revisions to each policy:
Policy 9.8 - County Right-of-Way Utility Construction - To align with the current organizational structure, the Assistant County Engineer is given authority to approve/ deny utility permits. Procedural Requirement steps were added. The Baldwin County Utility Manual is removed which will eliminate the need to update the policy when revisions are made to the manual.
Policy 9.11 - License Agreement Between Baldwin County and Citizens/Corporations for Work on County Rights-of-Way - To align with the current organizational structure, the Assistant County Engineer is given authority to approve/deny all license agreements for work located on county right-of-way maintained by the county. Standard License Agreement templates have been removed which will eliminate the need to update the policy when revisions are made to the template.
