STAFF RECOMMENDATION

Recommendation

Take the following actions:

1) Approve the reallocation of American Rescue Plan Act funds in the amount of $95,465.30 from Project No. HW21102000 - Pave County Road 65 from County Road 24 to County Road 28 Project to cover the costs of Change Order #1 for Project No. HW22130 - River Road Drainage Improvement Project; and

2) Adopt Resolution #2026-013 of the Baldwin County Commission allocating such ARPA funds for the aforementioned Public Works projects.

BACKGROUND INFORMATION

 

Background:  Please note, File ID #26-0105 on this agenda is for approval of Change Order No. 1 for Project HW22130 - River Road Drainage Improvements in the amount of $162,348.80 with Murphree Bridge Corporation. The change order reflects increased plan quantities and does not extend the contract duration. The remaining $66,883.50 balance of the change order will be funded with County funds.

 

The U.S. Department of the Treasury released the updated guidance on the reobligation of State and Local Fiscal Recovery Funds (SLFRF) from ARPA funds on November 9, 2023. If a project funded by ARPA SLFRF is completed with total project expenditures less than the approved budgeted obligation, the remaining funds can be reallocated to other eligible projects that were obligated by the December 31, 2024, reporting deadline.

 

The Commission awarded the construction contract for Project No. HW21102000 - Pave County Road 65 from County Road 24 to County Road 28 to the lowest bidder, Mobile Asphalt Company, LLC, in the Bid Amount of $1,019,403.12, on October 15, 2024. The Commission awarded the construction contract for Project No. HW22130 - River Road Drainage Improvement Project to the lowest bidder, Murphree Bridge Corporation, in the Base Bid Amount of $2,067,033.96 plus Bid Additive 1 in the amount of $98,014.00 for a total of $2,165,047.96 on October 15, 2024. Due to the project's completion under budget, $99,142.88 in excess ARPA funds is now available for reallocation to other eligible projects. The County received Change Order #1 for Project No. HW22130 River Road Drainage Improvement Project in the amount of $162,348.80 on October 9, 2025.
