(Contract effective for twelve (12) months from the date the Notice to Proceed is issued.)

Previous Commission action/date:
12/21/2021: Authorized staff to begin negotiations with Neel-Schaffer, Inc., so that a final recommendation for award can be made for Engineering/Environmental Design Services for the Lillian Park Beach Habitat and Shoreline Protection project.
10/19/2021: Approved the Purchasing Director and Highway Department to develop and advertise a “Request for Qualifications” (RFQ) for design services for the Lillian Park Beach Habitat and Shoreline Protection project.
04/06/2021: Approved the Contract with Neel-Schaffer, Inc., for Engineering / Environmental Services for a Coastal Processes Study for the Lillian Park Beach Habitat and Shoreline Protection project in the amount of $116,614.00 and authorized the Chairman to execute the Contract.
12/15/2020: Authorized the Chairman to execute a letter to the Alabama Department of Conservation and Natural Resources (ADCNR) requesting the transfer of funds from the Construction phase to the Coastal Processes Study phase of the Lillian Park Beach Habitat and Shoreline Protection project.
09/22/2020: Authorized staff to begin negotiations with Neel-Schaffer, Inc., so that a final recommendation for award can be made to the Baldwin County Commission for Engineering / Environmental Services for a Coastal Processes Study for the Lillian Park Beach Habitat and Shoreline Protection project.
06/02/2020: 1) Approved a Subaward Grant Agreement for State Expenditure Plan #11 - Lillian Park Beach Habitat and Shoreline Protection; and 2) Approved the Purchasing Department and Highway Department to Develop a “Request for Qualifications” (RFQ) for a Coastal Processes Study and place an advertisement for submissions.
12/19/2017: Authorized the Highway Department to submit a grant application for the following projects: New Stream-Gaging Station on Fish River at County Road 32, Lillian Park Beach Habitat and Shoreline Protection, Longevity, Stability & Work Quality Improvements, Bon Secour Dredge Material Disposal Area (DMDA) and authorized the Chairman to execute any project related documents.
Background: During the December 21, 2021, meeting the Commission authorized staff to begin negotiations with Neel-Schaffer, Inc., for the Engineering / Environmental Services for the Lillian Park Beach Habitat and Shoreline Protection project. Staff and the Alabama Department of Conservation and Natural Resources (ADCNR) have reviewed and approved the scope of work and fee proposal in the amount of $165,910.00 received from Neel-Schaffer, Inc. Staff’s recommendation is to approve the Contract with Neel-Schaffer, Inc., for the Engineering / Environmental Services for the Lillian Park Beach Habitat and Shoreline Protection project in the amount of $165,910.00 and authorize the Chairman to execute the Contract.
