STAFF RECOMMENDATION

Recommendation

At the request of the Judge of Probate, authorize the Elections Appointing Board to appoint an additional 217 precinct election officials for the 2026 Statewide General Election Cycle (Primary, Run-off (if applicable), and General Elections), with the appointments by the board not to exceed 700 workers total.

BACKGROUND INFORMATION

 

Background:  The Judge of Probate Office is in the process of determining the number of precinct election officials needed for the upcoming 2026 Statewide Elections cycle to ensure a smooth and expedient flow of voters through the larger voting locations.

 

Title 17-8-1, Code of Alabama 1975, references the total number of workers used in the November 2004 election. There were 387 poll workers appointed for the November 2004 election, which averages out to 8 per precinct. Sixteen (16) additional precincts have been added since 2004; Baldwin County currently has 63 voting precincts.  The Code section does not take into an account the increased number of registered voters since 2004.  Baldwin County currently has 207,694 registered voters (voter count from Board of Registrars Jan. 12, 2026).

 

The Appointing Board can appoint a total of 483 poll workers without the approval of the County Commission.  The Judge of Probate requests the Appointing Board have the authority to appoint additional workers, with the total not exceeding 700 precinct election officials for the 2026 Primary, Run-off (if applicable) and General elections, which would be a total of 217 additional workers over the 483 that can be appointed without Commission approval.

 

Previous Commission action/date:  10/15/2024 - At the request of the Judge of Probate, the Commission authorized the Elections Appointing Board to appoint an additional 117 precinct election officials for the Statewide General Election on November 5, 2024, with the appointments by the board not to exceed 600 workers total.
