STAFF RECOMMENDATION

Recommendation

As it relates to the Cindy Haber Center, Inc., adopt Resolution #2025-096 which:

 

1)  Reappoints Ms. Julie Shiver Jackson as a member of the Board of Directors, for a six (6) year term, said term continuing from April 1, 2025, and expiring April 1, 2031; and

 

2)  Reappoints Ms. Norma Giles, as a member of the Board of Directors, for a six (6) year term, said term continuing from April 1, 2025, and expiring April 1, 2031.

BACKGROUND INFORMATION

 

Background:  Staff received correspondence from Ms. Dawn Lindsey, Executive Director for the Cindy Haber Center, Inc., on March 18, 2025, requesting the reappointments of Ms. Julie Shiver Jackson and Ms. Norma Giles, to its Board of Directors.

 

Through correspondence from the Cindy Haber Center, Inc., listed above, staff has verified that the proposed appointees are residents of the area which they seek to represent, and which is to be served by the proposed facilities (Baldwin County, Alabama). Therefore, staff confirms that Ms. Jackson and Ms. Giles meet the requirements set forth in §22-51-8, Code of Alabama 1975.

 

GENERAL BACKGROUND:

 

The Cindy Haber Center, Inc. (“Board”), operates under an Act of the Legislature, generally and commonly referred to as Act 310, which was adopted by the Alabama Legislature in 1967. Today, Act 310 is codified at §22-51-1, et seq., Code of Alabama 1975. The pursuits of this Board remain the planning of actions to combat mental retardation and other associated developmental disabilities.

 

The Board is composed of a total of 32 members serving six year terms. The BCC, CCC, WCC, and MCC each appoint eight members to this board.

 

For a person to be nominated / appointed to serve on this Board by the Baldwin County Commission, they must be a resident of Baldwin County.

 

Previous Commission action/date:  April 16, 2024 - Last BCC appointment to board.
