Resolution #2025-013 - Allocation of ARPA and Revenue Replacement Funds for Baldwin County Courthouse Queuing Structure

STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1) Approve the allocation of American Rescue Plan Act (ARPA) Funds in the amount of $2,796,510.00 for the construction contract services for the Baldwin County Courthouse Queuing Structure Project; and

 

2) Approve the allocation of American Rescue Plan Act (ARPA) Revenue Replacement Funds in the amount of $196,793.55 for Alternate 1 of the Baldwin Courthouse Queuing Structure Project that includes the Courthouse Security Upgrades; and

 

3) Adopt Resolution #2025-013 of the Baldwin County Commission allocating an additional $2,993,303.55 of its ARPA and ARPA Revenue Replacement Funds for the construction of the Baldwin County Courthouse Queuing Structure and Courthouse Security Upgrades.

 

BACKGROUND INFORMATION

 

Background:  The Final Rule issued by the U.S. Department of Treasury on January 6, 2022, identifies specific COVID-19 mitigation and prevention uses, including support for prevention, mitigation, or other services in public facilities. The construction of the open-air queuing structure and enclosed ramps will provide shelter from the elements while allowing the public to social distance. This is a low-cost method of mitigating the spread of COVID-19 and other airborne diseases to benefit the individuals accessing public services at this facility.

FINANCIAL IMPACT

 

Total cost of recommendation:  $2,796,510.00 in ARPA Funds; and $196,793.55 in ARPA Revenue Replacement Funds
