Recommendation
Award the bid for Project No. HW24083 & HW24086 ALDOT Project No. IAR-002-000-010 & IAR-002-000-011 Novelis - Access Roads (Grade, Drain, Base, Pave & Traffic Signals) to the lowest bidder, Newell Roadbuilders, Inc., Bid Amount $5,055,731.63; Construction Time: 540 Calendar Days; and authorize the Chairman to execute the Contract.
BACKGROUND INFORMATION
Background: Bids were opened in the Purchasing Conference Room on June 27, 2024, at 2:00 p.m. Five (5) bids were received. The lowest bid was received from Newell Roadbuilders, Inc., in the bid amount of $5,055,731.63 as per the attached bid tabulation. The Baldwin County Assistant Engineer, Mark Acreman, and the Alabama Department of Transportation (ALDOT) have reviewed the bid responses and submitted their recommendation to award to the lowest bidder, Newell Roadbuilders, Inc., as per the attached certified bid tabulation.
Previous Commission action/date:
2/20/2024 meeting: 1) Approved the Purchasing Director to place a competitive bid for the construction of Novelis Drive which will provide an employee access road to benefit the Novelis Manufacturing Facility Project; and 2) Approved the Chairman to execute any project related documents.
12/6/2023 meeting: Adopted Resolution #2024-047 and authorized the Chairman to execute an Agreement with the Alabama Department of Transportation to provide additional State Industrial Access funds in the amount of $4,074,500.00 to assist with construction of a new employee access road connecting State Route 287 to benefit the Novelis Manufacturing Facility.
7/18/2023 meeting: Authorized the Chairman to execute a letter of support to the Industrial Access Road and Bridge Corporation through the Alabama Department of Transportation for additional funding for access improvements at the Novelis site; and authorized the Chairman to execute any future documentation related to the Industrial Access Road and Bridge Corporation application.
4/18/2023 meeting: Adopted Resolution #2023-101 and authorized the Chairman to execute an agreement with the Alabama Department of Transportation to provide State Industrial Access funding in the amount of $925,500.00 to assist with construction of a new right hand turn lane, traffic signal and employee access entrance along State Route to benefit the Novelis Manufacturing Project. (This agreement shall be effective upon full execution and shall be in effect until the project has been completed and reimbursements are complete. This agreement may be terminated by either party upon delivery of a thirty (30) day notice of termination.)
8/2/2022 meeting: 1) Authorized the execution of a letter of support to the Industrial access Road and Bridge Corporation through the Alabama Department of Transportation for the application for funding to prepare Highway 287 and the industrial parkway that will serve the Novelis facility at the South Alabama Mega Site; and 2) Authorized the Chairman to execute any further documentation related to the Industrial Access and Bridge Corporation grant application.
