Approve on-call consultant, Thompson Engineering, Inc., to perform Construction Engineering and Inspection (CE&I) Services for the Surfside Shores Drive Drainage Improvements Project with CE&I fees not to exceed $237,535.99.

BACKGROUND INFORMATION
Background: The Highway Department has selected Thompson Engineering, Inc., to perform CE&I services for the Surfside Shores Drive Drainage Improvements Project.
Surfside Shores is located on the Fort Morgan peninsula between Morgantown and Kiva Dunes, just west of Gulf Shores, Alabama. There have been numerous localized flooding events with impacts to septic systems in several areas along the east-west streets, primarily Palmetto Drive and Driftwood Drive. This project will construct a closed stormwater system that will utilize overflow structures at each pond to discharge runoff into a main trunk line along Surfside Drive. Once completed, the improvements will reduce time and severity of the localized flooding. This project will have positive impacts to over 200 existing properties.
Previous Commission action/date: September 17, 2024 - The Commission awarded the bid for Project No. HW21179000 - Surfside Drive Drainage Improvements to the lowest bidder, Parten Smith, Inc., in the Bid Amount $2,700,000.00; Construction Time: 175 working days; and authorized the Chairman to execute the Contract.
December 20, 2022 - The Commission approved the allocation of American Rescue Plan Act (ARPA) funds in the amount of $2,763,273.00 for the cost of the Surfside Shores Drainage Improvement Project, to include the installation of closed stormwater system, utilizing overflow systems at ponds to discharge water away from the site and to prevent ongoing flooding and impacts to septic systems; and adopted Resolution #2023-043 of the Baldwin County Commission allocating up to $2,763,273.00 of the American Rescue Plan Act (ARPA) funds for the Surfside Shores Drainage Improvement Project.
December 20, 2022 - The Commission approved the Purchasing Director to place a competitive bid for the Surfside Shores Drainage Improvements Project; and approved the Chairman to execute any project related documents.
September 20, 2022 - The Commission adopted Resolution #2022-165 and approved the Fiscal Year 2022 Budget allocating $1,725,000.00 for the Surfside Shores Drive Drainage Improvements Project.
