STAFF RECOMMENDATION

Recommendation

Approve and authorize the Chairman to execute the Data and Image Sublicense Consent Agreement between Neumo Tax & Licensing, LLC d/b/a Neumo, and Baldwin County Commission for the Baldwin County Probate Office, which allows Baldwin Realtors limited access to certain official land record data, indexes, and document images.


The term of this Agreement shall be effective February 19, 2026, for a period of three (3) years.

BACKGROUND INFORMATION

 

Background:  The Honorable Probate Judge Harry D’Olive is requesting approval of the Data and Image Sublicense Consent Agreement with Neumo. The County is the lawful custodian of certain official land record data, indexes, and document images (collectively, the “Records”), which are maintained in accordance with applicable state law and public records requirements. Neumo (formerly known as GovOS) has requested the County’s consent to sublicense limited access to the records to Baldwin Realtors for lawful business and informational purposes related to real estate services.

 

Any sublicensed use of the Records shall remain subject to all applicable laws, public records requirements, confidentiality obligations, data security standards, and use restrictions imposed by the County or required by law. Neumo shall remain fully responsible for ensuring that Baldwin Realtors’ access to and use of the records complies with these requirements.

 

The financial terms include a rate for this service of $5,000.00 a year. Neumo will retain 50% of the fees generated to provide the bulk records service of $2,500.00. The remaining $2,500.00 will be credited to the Baldwin County Probate Office.
