Memorandum of Agreement with Alabama Department of Public Health for Use of County Office Space, and Public Health Services Enforcement of Animal/Mosquito Control

STAFF RECOMMENDATION

Recommendation

To promote public health, establish and maintain a County Health Officer and County Health Department, and provide for the appropriation of an amount equal to the collection of the ½ mill Ad Valorem public health tax [as authorized by Section 22-3-10, Code of Alabama (1975) and Amendment 559 to the Constitution of Alabama 1901], approve a Memorandum of Agreement between the Alabama Department of Public Health and the Baldwin County Commission related to the same.

This Agreement shall commence on October 1, 2026, and expire on September 30, 2029, unless terminated sooner in accordance with said Memorandum of Agreement.

BACKGROUND INFORMATION

 

Background:  Memorandum of Agreement forthcoming.

 

The Baldwin County Commission (BCC) and the Alabama Department of Public Health (ADPH), including the Baldwin County Health Department, have maintained a strong and positive partnership for many years. This relationship is rooted in ongoing collaboration between the two entities, all aimed at supporting and promoting public health in Baldwin County. To formally recognize and document this cooperation, the BCC and ADPH have established an agreement that outlines and reinforces their shared commitment.

 

Previous Commission action/date:  09/28/2023 BCC Special Meeting - Previous MOA approved by BCC.

 

FINANCIAL IMPACT

 

Total cost of recommendation:  Funds deposited in Health Tax Fund #102 and distributed in accordance with the MOA.
