STAFF RECOMMENDATION

Recommendation

Related to the Baldwin County Emergency Communication District (911 Board), take the following actions:

 

1) Accept the resignation of Ms. Alainna Elliott effective November 1, 2023, and thank her for her prior civic service as a member of the Board; and                            

 

2) Appoint Mr. Paul Mark Sealy as a member of the Board for a four (4) year term, to fill the place seat formerly held by Ms. Alainna Elliott, said term commencing November 21, 2023, and expiring November 21, 2027.

BACKGROUND INFORMATION

 

Background:  Due to the resignation of Ms. Elliott from the Board, Commissioner McKenzie recommends appointing Mr. Paul Mark Sealy to the Baldwin County Emergency Communication (911 Board).

 

Staff has verified that this appointment meets the qualifications to be appointed to the Baldwin County Emergency Communication District (911 Board).

 

GENERAL BACKGROUND - COUNTY EMERGENCY COMMUNICATION DISTRICTS (911 BOARD)

 

§11-98-4 Code of Alabama 1975 sets forth the appointment process by the "creating authority" [Note: the Baldwin County Emergency Communication District was created by the Baldwin County Commission, through resolution, during their October 2, 1984, regular meeting] of a "seven member" Board of Commissioners. Specifically, §11-98-4 Code of Alabama 1975 states that members of the Board of Commissioners shall be qualified electors of the Baldwin County Emergency Communication District [the Baldwin County Emergency Communication District is composed of all territory lying within the entire area of Baldwin County, Alabama] whom, in this case, are appointed by the Baldwin County Commission to serve four (4) year terms, respectively.

 

Previous Commission action/date:  03/21/2023 - Last BCC appointment to this board.
