Recommendation
Adopt the revised Baldwin County Commission Procurement Procedures for Federal Transit Administration (FTA) Funded Projects for Baldwin Regional Area Transit System (BRATS) and the Eastern Shore Metropolitan Planning Organization (MPO).

BACKGROUND INFORMATION
Background: Staff recommends the Commission approve the attached updates to the Procurement Procedures for Federal Transit Administration Funded Projects for BRATS and the Eastern Shore MPO. The updates to these procedures were recommended to BRATS staff while undergoing a triennial review with the FTA. The updates include the addition of verbiage to differentiate procedures for 5307, 5339 and 5311 funds, the addition of a Federal Clause Matrix, and re-organization of the document to include all applicable federal provisions and clauses in one section. The updated procedures maintain compliance with the current requirements of the FTA as well as the requirements of the ALDOT for Section 5311 funds, which BCC is a sub-recipient.
