Federal Transit Administration Grant Award for FY 2025 Section 5307 / 5339 Funds Apportioned to Fairhope-Daphne, Alabama Urbanized Area

STAFF RECOMMENDATION

Recommendation

As related to the FY 2025 Section 5307 / 5339 Urban Transportation Grant Program, take the following actions:

1)  Accept the Grant Agreement identified as Federal Award Identification Number: AL 2024-022-00 in the amount of $1,066,000.00 in Federal Funding; and

2)  Authorize the Chairman to execute the Grant Agreement with the U.S. Department of Transportation, Federal Transit Administration; and

3)  Authorize the Director of Transportation to execute the award electronically through the required web-based portal “Transit Award Management System” (TrAMS) using a personal identification number on behalf of the Baldwin County Commission.

The agreement shall be effective August 20, 2024, and shall terminate March 30, 2033.

BACKGROUND INFORMATION

 

Background:  The Baldwin Regional Area Transit System is primarily funded by two FTA grant programs, the 5307 / 5339 Transit Program for Urban Areas, and the 5311-Transit Program for Rural Areas. The transit service for the urbanized area of Fairhope, Daphne, and Spanish Fort, are included in the 5307 / 5339 - Urban Grant Program.

Award Name: 5307 / 5339 Capital and Operating Assistance for Baldwin County Commission/Baldwin Regional Area Transit System for the Fairhope-Daphne, AL UZA

Award Start Date: 8/20/2024

Award End Date:  3/30/2033

Award Summary: Section 5307 Federal Funds in the amount of $958,000 and Section 5339 Federal Finds in the amount of $108,000 apportioned to the Fairhope-Daphne, AL UZA.

Purpose: The purpose of this award is to provide preventative maintenance, operating assistance, capital equipment, and the purchase of replacement vehicles for Baldwin Regional Area Transit System (BRATS) to assist in providing demand response public transit services.

 

Previous Commission action/date:  July 16, 2024 (Agenda File ID-24-0897) - The BCC authorized BRATS staff to submit the FY 2025 Section 5307 / 5339 Urban Transportation Grant Application to the FTA. 

 

FINANCIAL IMPACT

 

Total cost of recommendation:  FY 2025 5307 / 5339 Urban Transportation Grant Application total: $1,520,000.00

 

Federal Funding portion awarded: $1,066,000.00

Baldwin County Commission local match required: $454,000.00
