STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Approve and authorize the Chairman to execute a Gulf of Mexico Energy Security Act (GOMESA) Grant Agreement between the Alabama Department of Conservation and Natural Resources and the Baldwin County Commission to receive $2,530,000.00 for Park Improvements to Perdido Bay Park in Lillian, Alabama; and
2) Authorize the Chairman to execute any other project related documents.

BACKGROUND INFORMATION
Background: The Perdido Bay Park Improvements project has been identified to meet the authorized uses for the GOMESA funding disbursement. Funds will be used by the Baldwin County Commission to ensure full accessibility and usability for all visitors, including the construction of ADA-compliant parking spaces, sidewalks, boardwalks, a gazebo, and a viewing platform. The project will also address current erosion issues and prevent future degradation. Additionally, lighting enhancements will be incorporated into the project, ensuring year-round safety and convenience for visitors. The estimated total cost of the project is $3,100,000.00. The GOMESA grant funding is in the amount of $2,530,000.00 with the County funding the remaining $570,000.00.
The Commission approved funding $300,000.00 in the FY 2026 Budget for the Perdido Bay Park Improvements project. The remaining $270,000.00 needed will be funded in FY 2027.
Previous Commission action/date:
November 6, 2025 - Approved the Request for Qualifications (RFQ) for Engineering / Environmental Services for the Park Improvements to Perdido Bay Park in Lillian, Alabama, and authorize the Purchasing Director to advertise the RFQ.
June 3, 2025 - Adopted Resolution #2025-140 and authorized the Highway Department to submit an application to the Alabama Department of Conservation and Natural Resources for GOMESA funds for improvements at Perdido Bay Park in Lillian, Alabama.
