Recommendation
Based on Baldwin County Commission Policy #9.10, take the following actions:
1) Approve a standard on call contract with the following engineering firms for engineering and/or related services that are estimated less than or equal to $100,000.00 and budgeted in the current fiscal year budget:

5) Approve a standard on call contract with the following survey firm for engineering and/or related services that are estimated less than or equal to $100,000.00 and budgeted in the current fiscal year budget:

The contracts shall be effective upon full execution but the parties’ full performance obligations shall not commence until May 1, 2026. Contracts shall terminate upon thirty-six months (36) or thirty (30) days written notice by either party.

BACKGROUND INFORMATION
Background: Baldwin County Commission Policy #9.10 was updated and adopted on January 19, 2016, establishing a uniform method for the acquisition of engineering and related services for all Highway and Solid Waste Department projects. The approval of on call contracts will allow the County Engineer to select a qualified consultant from an established list of contract consultants for projects estimated less than or equal to $100,000.00 and budgeted in the current fiscal year budget.
All scope of work agreements shall be subject to the approved on call contract between the Baldwin County Commission and the consultant. Scope of work agreements shall remain valid and effective pursuant to the terms of the scope of work agreement if the time for performance of such scope of work agreement does not exceed thirty-six months and so long as the scope of work is not terminated by either party. The County Engineer will execute necessary work orders and notices to proceed, as provided by the terms of the approved contracts.
Current on call contracts will terminate on April 30, 2026.
Previous Commission action/date:
January 20, 2026 - Based on BCC Policy #9.10, the Commission approved a standard on call contract with Duplantis Design Group, Inc., for engineering and related services that are estimated less than or equal to $100,000.00 and budgeted in the current fiscal year budget.
December 16, 2025 - Based on BCC Policy #9.10, the Commission approved a standard on call contract with Arcadis, U.S., Inc., for engineering and related services that are estimated less than or equal to $100,000.00 and budgeted in the current fiscal year budget.
November 6, 2025 - Based on BCC Policy #9.10, the Commission approved a standard on call contract with AECOM Technical Services, Inc., for engineering and related services that are estimated less than or equal to $100,000.00 and budgeted in the current fiscal year budget.
July 16, 2025 - Based on BCC Policy #9.10, the Commission approved a standard on call contract with Barge Design Solutions, Inc., for engineering and related services that are estimated less than or equal to $100,000.00 and budgeted in the current FY budget.
May 6, 2025 - Based on BCC Policy #9.10, the Commission approved a standard on call contract with each of the following engineering firms for engineering and related services that are estimated less than or equal to $100,000.00 and budgeted in the current FY budget: Allen Engineering and Science, Inc., and Driven Engineering, Inc.
