STAFF RECOMMENDATION
Recommendation
Adopt Resolution #2024-037 and authorize the Chairman to execute an agreement between the Baldwin County Commission and the Alabama Department of Environmental Management (ADEM) for the funding of the Main Street Drainage Project south of Forest Park Drive. (This agreement shall be effective upon full execution and shall be in effect until the project has been completed and reimbursements are complete. This agreement may be terminated by either party upon delivery of thirty (30) day notice of termination.)

BACKGROUND INFORMATION
Previous Commission action/date:
June 20, 2023: The Commission approved Highway Department staff to prepare and submit an application to the Alabama Department of Environmental Management (ADEM) for State American Rescue Plan Act (ARPA) funding for drainage improvements on Main Street south of Forest Park Drive in Montrose, Alabama; and adopted Resolution #2023-136 committing Baldwin County to the required minimum match or in-kind funds of $81,000.00 if project is awarded; and approved the Chairman to sign any other award or reporting documents, as needed.
Background: The Alabama Department of Environmental Management (ADEM) has awarded a State American Rescue Plan Act (ARPA) funding grant for Stormwater -Drainage Improvements on Main Street south of Forest Park Drive in Montrose replacing an existing crossdrain to improve safety and mitigate flooding impacts. This agreement outlines the terms of the grant award.
FINANCIAL IMPACT
Total cost of recommendation: $202,500.00 - Of this amount, ADEM is providing a 65% match ( $150,000.00) and the County is providing the remaining 35% ($52,500.00).
