Recommendation
Award the Contract to Sain Associates for the Eastern Shore Metropolitan Planning Organization 2050 Long Range Transportation Plan in the amount of $199,949.84 and authorize the Chairman to execute the Contract. Contract is effective the date of full execution.

BACKGROUND INFORMATION
Background: The Commission, during their November 21, 2023, regular meeting authorized County staff to begin contract negotiations with Sain Associates so a final recommendation could be brought to the Commission for approval. Sain Associates, Inc., has submitted a contract for the Eastern Shore Metropolitan Planning Organization 2050 Long Range Transportation Plan which meets the requirements for a long-range transportation plan. The recommendation was presented to the Eastern Shore Metropolitan Planning Organization Policy Board and the Metropolitan Planning Organization staff was given approval to move forward with entering into a contract with Sain Associates to assist in the development of the 2050 Long-Range Transportation Plan in the amount of $199,949.84. ALDOT approval letter and contract are attached.
Previous Commission action/date:
11/21/2023 meeting: Authorized staff to begin negotiations with Sain Associates so that a final recommendation for award can be made for Professional Services for the Eastern Shore Metropolitan Planning Organization 2050 Long Range Transportation Plan.
09/19/2023 meeting: Approved the Request for Qualifications (RFQ) for Eastern Shore Metropolitan Planning Organization 2050 Long Range Transportation Plan and authorized the Purchasing Director to advertise the RFQ.
