STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Terminate the Memorandum of Understanding (MOU) with the Baldwin County Board of Education (BCBOE) for Food Provisions at the Baldwin County Regional Juvenile Detention Center (JDC) approved during the July 1, 2025, Regular meeting; and
2) Authorize the Chairman to execute a letter of notification to the Alabama State Department of Education withdrawing the Baldwin County Commission from the Child Nutrition Program effective June 30, 2026.

BACKGROUND INFORMATION
Background: The Baldwin County Commission previously purchased meals from the BCBOE to feed residents at the JDC during the school year. Due to the large number of juveniles detained at the facility, it has placed an added burden on kitchen staff at the Baldwin County High School and is no longer manageable. The meals from the BCBOE qualified for reimbursement under the Child Nutrition Program. Meals will now come from Baldwin County Jail. These meals, although nutritious, will not meet the criteria set forth in the Child Nutrition Program.
Previous Commission action/date: 07/01/2025 - Approved the MOU between BCBOE and BCC for Food Provision at JDC.
