STAFF RECOMMENDATION

Recommendation

Authorize the payment of the invoice in the amount of $5,500.00 to North Baldwin Utilities for the placement of a fire hydrant meter at the new Female Housing Addition to the Baldwin County Corrections Center.

BACKGROUND INFORMATION

 

Background:  The Purchasing Director is submitting for Commission approval an invoice in the amount of $5,500.00 from North Baldwin Utilities for the placement of a new fire hydrant meter that is required to meet the International Fire Code 507.5.1 which states “Where a portion of the facility or building hereafter constructed or moved into or within the jurisdiction is more than 400 feet (122 m) from a hydrant on a fire apparatus access road, as measured by an approved route around the exterior of the facility or building, on-site fire hydrants and mains shall be provided where required by the fire code official” at the new Female Housing Facility.

 

Previous Commission action/date: 

05/06/2025 meeting: 1) Adopted Resolution #2025-114 amending the FY 2025 Budget (Resolution #2024-158 and Resolution #2024-159, adopted on September 17,2024) to accommodate a change order for the New Corrections Facility Project (BP20001); and 2) Approved and authorized the Chairman to execute Change Order #3 to furnish and install conduit and cabling for door interlocks in the amount of $72,968.00 with Wharton-Smith, Inc., on the construction of the new Female Housing Addition to the BC Corrections Center located in Bay Minette, Alabama.

 

03/05/2025 meeting: Approved and authorized the payment of the invoice from NBU in the amount of $351,291.42 for installing a new sewer line for the new Female Housing Addition to the BC Corrections Center located in Bay Minette, Alabama.

 

02/18/2025 meeting: Approved and authorized the Chairman to execute the Release and Settlement Agreement between BCC and PH & J Architects, Inc., relating to Change Order #2 on the construction of the new Female Housing Addition to the BC Corrections Center located in Bay Minette, Alabama.

 

09/17/2024 meeting: Approved Change Order #2 in the amount of $381,958.71 with Wharton-Smith, Inc., on the construction of the new Female Housing Addition to the BC Corrections Center located in Bay Minette, Alabama and authorized the Chairman to execute the Change Order.

 

09/19/2023 meeting: Approved Change Order #1 in the amount of $285,801.00 with Wharton-Smith, Inc., on the construction of the new Female Housing Addition to the BC Corrections Center located in Bay Minette, Alabama and authorized the Chairman to execute the Change Order for the fabrication of 3rd floor Mezzanine steps and railings in each of the dayrooms and at the mezzanine corridors and to provide eight (8) security hollow metal fixed/window frames and for adding aluminum window screens on the existing Jail building.

 

03/21/2023 meeting: Approved a credit to Wharton-Smith, Inc., in the amount of $80,000.00 on the construction of the new Female Housing Addition to the BC Corrections Center located in Bay Minette, Alabama.

 

04/19/2022 meeting: Authorized the Chairman to execute the Certificate of Substantial Completion on the Renovations of the BCSO Building located in Bay Minette, Alabama.

 

03/16/2021 meeting: Awarded the bid to the lowest bidder, Wharton-Smith, Inc., for the construction of a new Female Housing Addition to the BC Corrections Center and Renovations of Adjacent Buildings located in Bay Minette as follows and authorized the Chairman to execute all necessary documents once approved by the County Attorney. Base Bid Amount: $58,312,000.00; Alternate #1: $880,000.00 (New Jail Laundry Area); Alternate #2: $2,300,000.00 (Housing Tower A Elevator); Alternate #3: $479,000.00 (New Jail Staff Area); Total Amount: $61,971,000.00; Construction Time: 1575 days.  Funding Source: Warrant Funds through Public Building Authority and the Sheriff’s Office reimbursing the County $479,000.00 for Alternate #3.

 

12/15/2020 meeting: Approved the following five (5) pre-qualification applications of contractors for the construction of a new female housing addition to the BC Correction Center and renovations of adjacent buildings located in Bay Minette, Alabama: Wharton-Smith, Inc., Rabren General Contractors, L.P. of Auburn, Orocon Construction, LLC, White-Spunner Construction, Inc., and Carmon Construction, Inc. 

 

10/20/2020 meeting: Authorized the Purchasing Director to advertise for the Pre-Qualification of Contractors for the construction of a new female housing addition to the BC Correction Center and renovations of adjacent buildings located in Bay Minette, Alabama.

 

08/04/2020 meeting: 1) Approved an Amendment to the AIA Contract for the architectural services with PH & J Architects, Inc., to add the Renovations of the old City of Bay Minette Municipal Building purchased from the City of Bay Minette for the New BCSO in the amount of 6.5% of the construction cost; and 2) Included the demolition and removal of the existing water tank located on the jail site for architectural services in the amount 7.2% of the demolition cost and authorized the Chairman to execute the Amendment.

 

01/21/2020 meeting: Approved the AIA Contract for the architectural services with PH & J Architects, Inc., for the construction of a new female housing addition and renovations to the BC Corrections Center in the amount of 6.9% of the construction cost for the new female facility and 7.2% of the construction cost on all renovation work at the existing Corrections facility plus normal reimbursable expenses and authorized the Chairman to execute the Contract.
