Recommendation

Approve Change Order #2 in the amount of $6,554.00 with Lower Alabama Heating, Cooling & Refrigeration, LLC, on the Purchase and Installation of Two (2) New 70 Ton Air-Cooled Chiller Units at the Baldwin County Central Annex II building located in Robertsdale, Alabama, and authorize the Chairman to execute the Contract and authorize the Chairman to execute the Change Order.

BACKGROUND INFORMATION

 

Background:  Staff is submitting for Commission approval Change Order #2 in the amount of $6,554.00 on the Purchase and Installation of Two (2) New 70 Ton Air-Cooled Chiller Units at Baldwin County Central Annex II Building Located in Robertsdale, Alabama. Change Order #2 is for replacement of the badly rusted piping at the roof penetration. It appears an incorrect pipe insulation was installed at some point in the past that allowed moisture to enter, saturate the insulation, and rust the pipe. Replacement of the pipes now while the contractor is installing the new chillers would eliminate the need for an additional outage of the system at a later time. The Commission budgeted during the FY 24 budget $400,000.00 for the purchase of the two (2) Central Annex II Chillers.

 

The original construction cost was $216,000.00; including Change Order #1 and 2 in the new construction cost will be $234,654.00, with no increase in construction time.

04/02/2024 meeting: Approved Change Order #1 in the amount of $12,100.00 with Lower Alabama Heating, Cooling & Refrigeration, LLC, on the Purchase and Installation of Two (2) New 70 Ton Air-Cooled Chiller Units at the Baldwin County Central Annex II building located in Robertsdale, Alabama, and authorized the Chairman to execute the Contract and authorized the Chairman to execute the Change Order...

 

02/06/2024 meeting: Awarded the bid to the lowest bidder, Lower Alabama Heating, Cooling & Refrigeration, LLC, in the amount $216,000.00 for the Purchase and Installation of Two (2) New 70 Ton Air-Cooled Chiller Units at the Baldwin County Central Annex II building located in Robertsdale, Alabama, and authorized the Chairman to execute the Contract. (Contract is effective two-hundred and thirty-three (233) days from the date of the Notice to Proceed).

 

12/19/2023 meeting: Approved the specifications and authorized the Purchasing Director to place Competitive Bid #WG24-08 for the Purchase and Installation of Two (2) new 70 Ton Air-Cooled Chiller Units at the Baldwin County Central Annex II Building located in Robertsdale, Alabama; and further, authorized the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the bid was advertised.
