STAFF RECOMMENDATION

Recommendation

Take the following actions:

1) Reclassify Timothy O'Brien from Information Security Analyst (#5747) grade S316 ($69,138.00 annually) to Senior Cybersecurity Engineer at a grade S317 ($76,051.80 annually); and

2) Approve the position description for Senior Cybersecurity Engineer.

These actions shall be effective no sooner than August 24, 2026.

BACKGROUND INFORMATION

 

Background:  The creation of the Senior Cybersecurity Engineer position is necessary to address growing cybersecurity risks across County systems and public facing services. The current Information Security Analyst role is focused on operational tasks such as vulnerability scanning, intrusion monitoring, log analysis, and basic risk mitigation.  However, the County now requires a position with advanced capabilities in cybersecurity strategy, governance, incident response leadership, formal compliance auditing, cloud security, and enterprise level security architecture. The Senior Cybersecurity Engineer role provides this higher-level expertise and expands responsibilities to include countywide policy development, coordination with state and federal partners, risk reporting to leadership, and oversight of modern IT security platforms.  This position fills a critical gap between operational security work and strategic cybersecurity leadership, ensuring the County can meet current regulatory requirements, address emerging threats, and support long term technology goals.
