STAFF RECOMMENDATION

Recommendation

For purposes that benefit the public by supporting food distribution and hunger relief efforts within the County as authorized in Section 38-8-1, take the following actions:

 

1) Declare approximately 4.5 acres of County-owned property, a portion of Parcel No. 05-19-03-42-0-000-027.000, as surplus to County needs; and

 

2) Approve the conveyance of the surplus property to Prodisee Pantry, Inc., a nonprofit 501(c)(3) organization, subject to restrictions requiring the property be used for said public purpose; and

 

3) Authorize the Chairman to execute a deed and all necessary documents to complete the conveyance of property.

BACKGROUND INFORMATION

 

Background:  The subject property consists of approximately 4.5 acres, with an estimated value of $83,275.00, to be subdivided from a larger County-owned tract totaling approximately 780 acres. This portion of the property has been determined to be surplus to the County’s present and anticipated operational needs and suitable for conveyance for a defined public purpose.

 

The proposed recipient, Prodisee Pantry, Inc., is a nonprofit 501(c)(3) organization that provides critical food distribution and related support services to residents of Baldwin County. Food insecurity remains a significant issue within the County, with approximately 11.8% of residents - representing an estimated 26,800 individuals - experiencing limited or uncertain access to adequate food, and approximately 22% of low-income households located more than one mile from a grocery store.

 

Prodisee Pantry, Inc., serves a substantial portion of this population through its established hunger relief programs. In 2025 alone, the organization served 11,102 Baldwin County families, including 6,558 children and 7,845 seniors, with approximately 42% of those served residing in North Baldwin. Since 2003, the organization has served more than 221,470 Baldwin County families, including 77,331 families from North Baldwin. Annually, Prodisee Pantry distributes approximately 700 tons of food, with an estimated value of $6 million, directly supporting residents facing food insecurity. In addition, targeted efforts in areas such as Stockton resulted in the distribution of approximately 180,000 pounds of food in 2025 alone.

 

Beyond routine operations, Prodisee Pantry, Inc., plays a critical role in emergency response and disaster recovery efforts, providing food and essential supplies during natural disasters, public health emergencies, and periods of economic disruption. For example, following Hurricane Katrina, the organization distributed more than 16,000 emergency food boxes and relief supplies valued in the millions of dollars across the Gulf Coast.

 

The proposed conveyance will enable Prodisee Pantry, Inc., to construct a facility estimated between $2 million and $3 million, further expanding its capacity for food storage, distribution, and community outreach. This investment will enhance the organization’s ability to serve Baldwin County residents and strengthen the County’s overall capacity to respond to both ongoing needs and emergency situations.

 

The conveyance of this property is supported by a clear and substantial public purpose, as it directly promotes the health, safety, and welfare of County residents by addressing food insecurity and improving access to essential resources. To ensure that this public benefit is preserved, the conveyance will include appropriate restrictions requiring that the property be used specifically for food distribution and related charitable activities consistent with the mission of Prodisee Pantry, Inc., with provisions for reversion to the County should such use be discontinued.

 

Previous Commission action/date: 

February 19, 2026 - The Commission approved the commitment to donate approximately 4.5 acres of County-owned property in Stockton to Prodisee Pantry, Inc., for constructing a new food distribution facility and authorized staff to move forward with the preparation of the required documents.
