STAFF RECOMMENDATION
Recommendation
Adopt Resolution #2026-024 and authorize the Chairman to execute an agreement between the Baldwin County Commission and the Alabama Department of Transportation (ALDOT) for the funding of Utility Relocation, Construction and Construction Engineering Inspection for the FY 2026 Transportation Alternatives Program Project - Multi-use Trail along U.S. Highway 98 from Pleasant View Lane to County Road 49 in Magnolia Springs.
This agreement shall be effective upon full execution and shall terminate when project is completed, and reimbursement payments are received. This agreement may be terminated by either party upon delivery of a thirty (30) day notice of termination.

BACKGROUND INFORMATION
Background: The Baldwin County Commission has been awarded the FY 2026 Transportation Alternatives Program Project for a multi-use trail along U.S. Highway 98 from Pleasant View Lane to County Road 49 in Magnolia Springs. The County has been awarded $660,042.20 for eligible costs of the project. The County budgeted $125,000.00 for the Preliminary Engineering Phase of the project in FY 2026 and will fund the required Construction match of $165,010.55 in the FY 2027 Budget. The total estimated project cost is $950,052.75.
Previous Commission action/date: April 15, 2025 - The Commission approved Highway Department staff to prepare and submit an application for the FY 2026 Transportation Alternatives Program (TAP) to request federal funding for the extension of the Eastern Shore Trail along US Highway 98 in Magnolia Springs; and adopted Resolution #2025-101 and authorized the Chairman to send a letter to ALDOT advising of Baldwin County’s intent to apply for federal funds for the construction of the project; and approved the Chairman to sign any other award or reporting documents as needed.
