Recommendation
Authorize the Chairman to execute a Letter of Support to the Mobile Bay National Estuary Program (MBNEP) for the Lillian Recreation Park Low Impact Development Project funded by the Alabama Department of Environmental Management’s (ADEM) Clean Water Act Section 319(h) Alabama Coastal Nonpoint Pollution Control Program and the Gulf of Mexico Energy Security Act (GOMESA), administered by the Alabama Department of Conservation and Natural Resources.

BACKGROUND INFORMATION
Background: The Lillian Recreational Park Board along with the Mobile Bay National Estuary Program is applying for ADEM 319 funds to implement a Low Impact Development (LID) project at the Lillian Recreational Park located at 33914 Widell Avenue in Lillian (see attached map). The park has also received ADCNR GOMESA funds to supplement the ADEM 319 funds.
This project will include the implementation of LID practices that are technically sound, environmentally protective, and economically practical. Using a watershed- and ecosystem-based approach, the project aims to protect and improve water quality by reducing pollutants addressed under the CWA Section 319(h) Nonpoint Source Program, with particular focus on pathogens. Project components will include the installation of permeable pavers in the parking area, bioretention areas, bioswales, and other stormwater management features that will help protect and enhance the water quality of Perdido Bay.
The Baldwin County Environmental Advisory Committee (EAC), with support from County staff including Natural Resource Planners, will serve as the project’s stakeholder and community outreach group. During the committee’s monthly meetings, members will receive project updates, review progress, and provide input as needed.
The grant does not require financial commitment from the County. Other grant partners include, but are not limited to, ADCNR GOMESA, Alabama Water Watch Program, BCSS, BCSWCD, BCSWDA, Master Gardners, TNC, and the Western Shore of Perdido Bay Watershed Association.
