Baldwin County Animal Control Advisory Board - Board Appointments

STAFF RECOMMENDATION
Recommendation
Related to the Baldwin County Animal Control Advisory Board, take the following actions:
1) Re-appoint Kim Gantt as a member of the Board (as Commissioner Ball’s designee) for a pro-rata reduced four (4) year term, said term to continue from February 5, 2019, and expire on February 7, 2023; and
2) Re-appoint Dr. Joseph Palmer, DVM, as a member of the Board (as Commissioner Ball’s designee) for a pro-rata reduced four (4) year term, said term to continue from February 5, 2019, and expire on February 7, 2023; and
3) Appoint Kathy Gray as a member of the Board to replace Beverley Allen (as Commissioner Davis’ designee) for a pro-rata reduced four (4) year term, said term to begin on April 16, 2019, and expire on February 7, 2023; and
4) Appoint Dr. David Campbell, DVM, as a member of the Board to replace Dusty Feller (as Commissioner Davis’ designee) for a pro-rata reduced four (4) year term, said term to begin on April 16, 2019, and expire on February 7, 2023; and
5) Appoint Shannon Hesse as a member of the Board to replace Jennifer Blanchard (as Commissioner Underwood’s designee) for a pro-rata reduced four (4) year term, said term to begin on April 16, 2019, and expire on February 7, 2023; and
6) Appoint Tom Hayden as a member of the Board to replace Dr. Beth Taylor, DVM (as Commissioner Underwood’s designee) for a pro-rata reduced four (4) year term, said term to begin on April 16, 2019, and expire on February 7, 2023; and
7) Re-appoint Jan Brereton as a member of the Board (as Commissioner Gruber’s designee) for a pro-rata reduced four (4) year term, said term to continue from February 5, 2019, and expire on February 7, 2023; and
8) Appoint Mike Graham as a member of the Board to replace Abby Pruet (as Commissioner Gruber’s designee) for a pro-rata reduced four (4) year term, said term to begin on April 16, 2019, and expire on February 7, 2023; and
9) Re-appoint Deputy Derek Boone as a member of the Board (as Sheriff Mack’s designee) for a pro-rata reduced four (4) year term, said term to continue from February 5, 2019, and expire on February 7, 2023; and
10) Re-appoint Dr. Babette Dixon DVM, as a member of the Board (as the Member At-Large Appointment - Practicing Veterinarian designee) for a pro-rata reduced four (4) year term, said term to continue from February 5, 2019, and expire on February 7, 2023; and
11) Thank the following prior Board Members for their service: Dr. Beth Taylor, DVM, Dusty Feller, Jennifer Blanchard, Abby Pruet, Beverley Allen and Lauren Ollinger.

BACKGROUND INFORMATION
Previous Commission action/date: 09/05/2017 and 03/20/2018
Background: The Baldwin County Animal Control Advisory Board was established by the Baldwin County Commission at its August 1, 2017, regular meeting by the adoption of Resolution #2017-122. The Board serves only in an advisory capacity to make advisory recommendations to the Commission.
All eleven (11) Members of the Board shall be appointed by the Baldwin County Commission.
Board members shall serve for a term which shall end on the first Tuesday in February following each regular election of the Commission, with each member serving until his or her successor is appointed by the Commission.
Any Board member may be removed by the Commission at any time, with or without cause, at its discretion.
The Board shall be composed of the following:
Eight (8) members designated by the Baldwin County Commission, with each Commissioner to recommend two (2) members; One (1) member designated by the Baldwin County Sheriff; One (1) member designated by the Baldwin County District Attorney; and One (1) practicing veterinarian licensed by the Alabama State Board of Veterinary Medical Examiners, designated by the Baldwin County Commission.
Qualifications for Board members:
1. Be a qualified elector (i.e. registered voter) in Baldwin County; and
2. Be a resident of Baldwin County
Please note the District Attorney appointment will be submitted for Commission approval at a later time.
