Background:  This updated Funds Handling Policy builds upon the foundation of the 2009 Cash Handling Policy, reflecting Baldwin County’s commitment to modernized financial governance and comprehensive stewardship of public resources. Key updates include the expansion of scope to encompass all forms of funds, the separation of policy principles from operational procedures, and the introduction of formal governance and review mechanisms. The revised policy also incorporates regulatory references and professional standards to strengthen compliance and audit readiness. Adoption of this transition ensures clarity of roles, consistency across departments, and operational flexibility, thereby supporting the continued integrity and effectiveness of the County’s financial operations.
