STAFF RECOMMENDATION
Recommendation
Approve a revised Intergovernmental Agreement between the Baldwin County Commission and the municipal library boards in Baldwin County, for the County Commission to facilitate the joint library services system for the municipal libraries in Baldwin County.
The revised agreement supersedes and makes null and void the previous agreement approved by the Commission on June 4, 2024.

BACKGROUND INFORMATION
Background: On June 4, 2024, the County Commission approved an Intergovernmental Agreement between the Baldwin County Commission and the municipal library boards in Baldwin County, for the County Commission to facilitate a new joint library services system for the municipal libraries in Baldwin County.
After the June 4th meeting, several more discussions were held with Dr. Nancy Pack, Director of the Alabama Public Library System (APLS) because of the unique and abrupt situation from the BCLC actions. Based on those additional discussions, APLS determined that the state aid needed to go directly to the participating libraries and not the County Commission based on some of their rules associated with the state aid.
The revisions being proposed facilitate the state aid going directly to each participating library and the County billing the associated fee for the joint library services.
