STAFF RECOMMENDATION
Recommendation
Approve and authorize the Chairman to execute the Subaward Grant Agreement - Amendment No. 3 and Disclosure Statement between Alabama Department of Conservation and Natural Resources and Baldwin County Commission for the State Expenditure Plan #11: Lillian Park Beach Habitat and Shoreline Protection project which adds $364,997.00 in RESTORE funds to the project, extends the period of performance to April 30, 2026, and revises the project milestones accordingly.

BACKGROUND INFORMATION
Background: In April 2020 Baldwin County was awarded funding under the Resources and Ecosystem Sustainability, Tourist Opportunities, and Revived Economics of the Gulf Coast States Act of 2012 (RESTORE ACT) Grant for the Lillian Park Beach Habitat and Shoreline Protection project.
Previous Commission action/date:
June 20, 2023 - The Commission approved a Subaward Grant Agreement - Amendment No. 2 and Disclosure Statement between Alabama Department of Conservation and Natural Resources and Baldwin County Commission for the State Expenditure Plan #11: Lillian Park Beach Habitat and Shoreline Protection project which adds $1,450,154.00 in RESTORE funds to the project and revises the project milestones accordingly.
July 19, 2022 - The Commission approved a Subaward Grant Agreement - Amendment No. 1 and Disclosure Statement between Alabama Department of Conservation and Natural Resources and Baldwin County Commission for the State Expenditure Plan #11: Lillian Park Beach Habitat and Shoreline Protection project which extended the grant performance period by thirty (30) months to October 31, 2024, and revised the project milestones accordingly.
June 2, 2020 - The Commission approved a Subaward Grant Agreement for State Expenditure Plan #11: Lillian Park Beach Habitat and Shoreline Protection; and authorized the Purchasing Department and Highway Department to develop a “Request for Qualifications” (RFQ) for a Coast Processes Study and place an advertisement for submissions.
