STAFF RECOMMENDATION

Recommendation

Approve the Non-reimbursable Utility Agreements between the Baldwin County Commission and Brightspeed for the relocation of utilities to complete the following projects:

1) Project ERPR-9072(976) / HW22165 Culvert Replacement on NW 1st Street on County Road 71 (2,433 feet south of County Road 36); and

2) Project ERPR-9072(975) / HW22166 Culvert Replacement on County Road 20 (Miflin Road) (410 feet east of Swift Church Road); and

3) Project ERPR-9072(971) / HW22171 Culvert Replacement on County Road 83 (990 feet south of Woerner Road); and

4) Project ERPR-9072(988) / HW22173 Culvert Replacement on County Road 32 (1,085 feet east of County Road 87); and

5) Project ERPR-9072(987) / HW22174 Culvert Replacement on County Road 32 (2,349 feet west of County Road 95).

These agreements shall be effective upon full execution and will terminate upon completion of the projects.

BACKGROUND INFORMATION

 

Background:  The above projects are Hurricane Sally Permanent Repair Sites. The Non-reimbursable Utility Agreements lay out the funding responsibilities and terms for the utility relocations phase of the projects.

Previous Commission action/date: 

July 19, 2022 - Regarding the Federal Highway (FHWA) Emergency Repair (ER) projects for Hurricane Sally emergency/permanent repairs, the Commission adopted the resolutions and approved corresponding preliminary engineering and construction funding agreements between the Alabama Department of Transportation (ALDOT) and the Baldwin County Commission, including the following:

Resolution #2022-134 - HW22165/NW 1st Street (2,433 feet south of County Road 36)

Resolution #2022-133 - HW22166/CR 20 (Miflin Road) (410 feet east of Swift Church Road)

Resolution #2022-128 - HW22171/County Road 83 (990 feet south of Woerner Road)

Resolution #2022-126 - HW22173/County Road 32 (1,085 feet east of County Road 87)

Resolution #2022-125 - HW22174/County Road 32 (2,439 feet west of County Road 95)

The Commission also approved and authorized the Purchasing Manager to place a competitive bid for each project once final plans and contracts are complete.
