Pursuant to Alabama Code §45-2-261, et seq., adopt Resolution #2023-107, which approves the Baldwin County Master Plan: “Our Vision - A Citizen’s Guide to Growth in the Zoned Areas of Baldwin County.”

BACKGROUND INFORMATION

 

Background: 

In accordance with Alabama Code §45-2-261, et seq., the Baldwin County Planning and Zoning Commission has prepared the Baldwin County Master Plan: “Our Vision - A Citizen’s Guide to Growth in the Zoned Areas of Baldwin County.” According to the Act, the County Commission "shall appoint the Planning Commission to make and maintain in an up-to-date manner, a Master Plan for the physical development of the unincorporated areas of Baldwin County. The Master Plan with accompanying maps, plats, charts and descriptive material shall show the Planning Commission's recommendations for the use and development of the unincorporated area of Baldwin County."

 

As proposed, the Master Plan consists of four sections covering topics including:

 

1)                     Introduction

2)                     Themes and Core Values

3)                     Action Playbook

4)                     Guide for the Future

 

The primary product of the Plan is the Future Land Use Map (FLUM) under Section 4. The Plan is intended to be a living document. As such, it is proposed to be reviewed periodically in order to determine if revisions and amendments are warranted due to changing conditions.

 

In preparing the Master Plan, the Planning and Zoning department held numerous in-person and virtual public meetings, numerous stakeholder meetings, a joint work session between the County Commission and Planning Commission, and published several surveys.

 

A public hearing was held on March 23, 2023, at a special called meeting of the Planning Commission for the purpose of considering the draft Plan and obtaining public comment. At that time, the Planning Commission voted unanimously to recommend approval of the Baldwin County Master Plan: “Our Vision - A Citizen’s Guide to Growth in the Zoned Areas of Baldwin County.” The Planning Commission’s vote and this agenda item serve as its final report to the Baldwin County Commission for the adoption of the Master Plan.

 

Information regarding the plan development, including the latest draft, has been made available to the public through the baldwincountyourvision.com website.

 

The draft text of the Master Plan is included as an attachment to this agenda item.

 

Previous Commission action/date: 

October 1, 2013 BCC Regular Meeting - Adopted Resolution #2013-092, which approved the 2013 Baldwin County Master Plan.
