STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1) Waive Baldwin County Commission Policy #9.10 - Engineering, Environmental Monitoring and Surveying Services; and

 

2) Approve on-call consultant Volkert, Inc., to perform right-a-way acquisition services for the Baldwin Beach Express II project from Interstate 10 to Styx River with fees not to exceed $282,000.00; and

 

3) Approve the allocation of $4,000,000.00 from Capital Project Fund - Contract Services (20210202.51500) to Baldwin Beach Express II Right-of-Way Acquisition (HW25086).

BACKGROUND INFORMATION

 

Background:  In 2012, the Commission authorized the design of the Baldwin Beach Express II to be completed in multiple phases. Upon completion of design, Volkert, Inc., led the acquisition of all required environmental wetland permits for the entirety of the project. Given their previous extensive experience with the project, the County Engineer is recommending Volkert, Inc., lead the next phase of the project which is acquisition of right-of-way.

 

Resolution #2025-053, approved during the December 3, 2024, meeting, allocated $6,000,000.00 of General Fund Unassigned Reserves to provide additional budget to a current project or make available funding for another project. Utilization of $4,000,000.00 of these funds will ensure that budget will be available to cover the Baldwin Beach Express II Right-of-Way Acquisition and delay the need to secure outside funding for the project.

 

 

Previous Commission action/date: 

March 20, 2012 - The Commission waived Baldwin Commission Policy #9.10 and approved on-call consultant Volkert, Inc. to complete Phase II plans to grade drain, base, pave and bridge the Baldwin Beach Express from Station 1142+00 to I-65 with design fees not to exceed $1,243,455.64.

 

December 3, 2024 - The Commission adopted Resolution #2025-053 amending Fiscal Year 2024 Budget (Resolution #2023-186 and Resolution #2023-187, adopted on September 28, 2023) in order to allocate Unassigned Reserves.
