STAFF RECOMMENDATION
Recommendation
Approve an Intergovernmental Roadway Construction Agreement between the Baldwin County Commission and the City of Fairhope for roadway improvements including constructing a roundabout at the intersection of Founders Drive and Boothe Road, geometric and signal improvements to the intersections of U.S. Highway 98 and Twin Beech Road and installing various pedestrian improvements within the project limits.
The City of Fairhope shall be solely responsible for ownership and maintenance of all portions of the Project improvements located within the corporate limits of the City, including, without limitation, roadways, drainage, pedestrian pathways, lighting, and other right-of-way improvements.

BACKGROUND INFORMATION
Background: The City of Fairhope and the Baldwin County Commission have determined that improvements constructing a roundabout at the intersection of Founders Drive and Boothe Road, geometric and signal improvements to the intersections of U.S. Highway 98 and Twin Beech Road and installing various pedestrian improvements within the project limits are needed to improve road access and promote the safety, convenience, order, prosperity and welfare of the citizens and residents of the City and County.
The total estimated cost of the project is $5,000,000.00, with the City and County each contributing $2,500,000.00 (50%). Eligible project expenses include right-of-way acquisition, design, utility relocations, permitting, construction, and construction engineering and inspection (CE&I).
This project represents the first initiative under the Baldwin County Commission’s C3 Program - Connecting Communities Collectively, which promotes collaboration with municipalities to reduce traffic congestion on shared transportation corridors. The County has committed $30 million in municipal funding for transportation projects that improve roadway capacity and connectivity throughout Baldwin County.
