STAFF RECOMMENDATION
Recommendation
Authorize Baldwin Regional Area Transit System (BRATS) staff to submit the Fiscal Year 2025 Urban Transportation Grant application for Section 5307 Federal funds in the amount of $958,000.00 and Section 5339 Federal funds in the amount of $108,000.00 to the Federal Transit Administration (FTA) electronically through the required web-based portal “Transit Award Management System” (TrAMS).

BACKGROUND INFORMATION
Background: This grant application is to request lapsing Section 5307/5339 Urban transportation funds that have been apportioned to provide public transportation within the Fairhope-Daphne, AL Urbanized Area (UZA).
The total FY2025 Grant Application is $1,520,000.00 of which $1,066,000 is Federal Transit Administration funds and $454,000.00 is the required local match.
Funding requested includes:
• Urban Area Allocation of Operating Costs: $500,000.00
Federal Funding 50%: $250,000.00; Local Funding 50%: $250,000.00
• Urban Area Allocation of Preventative Maintenance (Vehicles & Facilities): $50,000.00
Federal Funding 80%: $40,000.00; Local Funding 20%: $10,000.00
• Urban Area Allocation of Automated Dispatching Software: $40,000.00
Federal Funding 80%: $32,000.00; Local Funding 20%: $8,000.00
• Transit Vehicles: $755,000.00
Federal Funding 80%: $604,000.00; Local Funding 20%: 151,000.00
• Transit Service Equipment (Service Truck, Tire Changer, Mobile Equipment for service Truck): $125,000.00
Federal Funding 80%: $100,000.00; Local Funding 20%: $25,000.00
• Transit Facility Security Improvements (fencing for Fairhope Hub): $50,000.00
Federal Funding 80%: $40,000.00; Local Funding 20%: $10,000.00
The 5307 grant amount requested is to obligate lapsing 2019 apportionments that will expire September 30, 2024. Once obligated, the County has 5 years to drawdown the funds. The dollar amounts in the grant application do not represent the expenses to be presented in the FY2025 county budget during the annual budget process.
