Approve the Engineering Fee Proposal with Volkert, Inc., for the Design Update of the Baldwin Beach Express II from U.S. Highway 31 to Interstate 65 with design fees not to exceed $3,220,372.00.

BACKGROUND INFORMATION
Background: The Baldwin County Commission is considering actions related to a portion of the Baldwin Beach Express II (BBE II) project, which will establish a new north-south transportation corridor extending from U.S. Highway 31 to Interstate 65. This segment, originally designed in 2012 by Volkert, Inc., must be upgraded to meet current ALDOT and American Association of State Highway and Transportation Officials (AASHTO) standards. Required upgrades include grade-separated interchange designs at U.S. Highway 31, the Novelis site, and Interstate 65, as well as expansion of portions of the corridor to six lanes.
Upon completion, the Baldwin Beach Express will provide a continuous, high-capacity corridor connecting Interstate 10 to Interstate 65.
Previous Commission action/date: In 2012, the Commission authorized the design of the BBE II to be completed in multiple phases.
