Adopt the Baldwin County Commission Procurement Procedures for Federal Transit Administration (FTA) Funded Projects for Baldwin Regional Area Transit System (BRATS) and the Eastern Shore Metropolitan Planning Organization (MPO).

BACKGROUND INFORMATION

 

Previous Commission action/date: 

11/01/2016 meeting: Adopted the Alabama Department of Transportation (ALDOT) Subrecipient Procurement Procedures for FTA funded projects for BRATS and the Eastern Shore MPO.

 

08/21/2018 meeting: Adopted the revised ALDOT Subrecipient Procurement Procedures for FTA funded projects for BRATS and the Eastern Shore MPO.

 

01/18/2022 meeting: Adopted the revised ALDOT Subrecipient Procurement Procedures for FTA funded projects for BRATS and the Eastern Shore MPO.

 

Background:  Staff recommends the Commission approve the attached updates to the Procurement Procedures for Federal Transit Administration Funded Projects for BRATS and the Eastern Shore MPO. The updates to these procedures include alignment with recent changes to the State of Alabama purchasing regulations relating to dollar amount thresholds, and various minor revisions for clarification. The updated procedures maintain compliance with the current requirements of the FTA as well as the requirements of the ALDOT for Section 5311 funds, which BCC is a sub-recipient.
