Approve and authorize the Chairman to execute the Contract with Goodwyn Mills Cawood, LLC, for the Engineering / Environmental Services for Park Improvements to Mullet Point Park project in the estimated amount of $407,500.00.

BACKGROUND INFORMATION
Background: The Commission, during its February 19, 2026, Regular meeting, authorized County staff to begin contract negotiations with Goodwyn Mills Cawood, LLC, so that a final recommendation could be brought to the Commission for approval. Goodwyn Mills Cawood, LLC, has submitted a Contract for Engineering / Environmental Services for Park Improvements to Mullet Point Park which includes eight (8) tasks in order to complete the contract scope. These tasks include the following:
Task 1: Surveying Services $22,500.00
Take 2: Master Planning Services $5,000.00
Task 3: Coastal Engineering Services $180,000.00
Task 4: Environmental Services $21,000.00
Task 5: Geotechnical Engineering Services $16,000.00
Task 6: Civil Engineering Services $150,000.00
Task 7: Landscape Architecture Services $7,000.00
Task 8: Bidding Support Services $6,000.00
The total estimated contract amount is $407,500.00. This project will be funded by the Gulf of Mexico Security Act of 2006 (GOMESA).
Previous Commission action/date:
2/19/2026: Authorized staff to begin negotiations with Goodwyn Mills Cawood, LLC, so that a final recommendation for award can be made to the Baldwin County Commission for engineering / environmental services for the park improvements to Mullet Point Park in Fairhope, Alabama.
11/06/2025: Approved the RFQ for engineering / environmental services for the park improvements to Mullet Point Park in Fairhope, Alabama, and authorized the Purchasing Director to advertise the RFQ.
09/17/2024: Adopted the Baldwin County FY 2024-2025 Budget (Resolution #2024-159).
