STAFF RECOMMENDATION
Recommendation
Award the bid for Construction of New Outdoor Atrium at the Baldwin County Courthouse located in Bay Minette, Alabama, to the lowest responsible and responsive bidder, Tindle Construction, LLC, in the Base Bid amount of $2,615,600.00 plus Alternate 1: Interior Security Area Work amount of $184,400.00 for a total of $2,800,000.00; Construction time: 425 calendar days; and authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION
Background: Bids were opened in the Purchasing Conference Room on September 23, 2024, at 2:00 P.M. Three (3) bids were received. The Architect, Patrick Addison with PH&J Architects, Inc., reviewed the bid responses and has submitted a certified bid tabulation and a letter recommending the bid be awarded to the lowest responsible and responsive bidder, Tindle Construction, LLC, in the total base bid amount of $2,615,600 plus Alternate 1 (Security Upgrades to foyer area) in the amount of $184,400.00 for a total bid amount of amount of $2,800,000.00. The base bid amount is being funded from real ARPA funds and the Alternate 1 is being funded from ARPA Revenue Replacement funds. The lowest bidder, Joy Gordon Construction, LLC, did not have a valid or current Alabama Contractors license, therefore is not recommended for the award. Bid Tabulation attached for review. Funding will be from the American Rescue Plan Act (ARPA) funds.

02/20/2024 meeting: Adopted Resolution #2024-079 of the Baldwin County Commission allocating up to $134,062.50 (29970010.55240) of ARPA funds (299.44881) for the architectural and engineering design services of the Baldwin County Courthouse Queuing Structure.
12/19/2023 meeting: Approved the design of the new outdoor Atrium at the Baldwin County Courthouse located in Bay Minette in the estimated construction cost of $2,257,562.50 and authorized the Purchasing Director and Architect to bid the project.
