STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Adopt Resolution #2026-095, authorizing the Lease of Real Property to the Solid Waste Disposal Authority of Baldwin County, Alabama, Inc; and
2) Approve and authorize the Chairman to execute the Real Estate Lease between the Baldwin County Commission and The Solid Waste Disposal Authority of Baldwin County, Alabama, Inc. (SWDA) for the lease of approximately 1.03 acres of County property located at the Baldwin County Central Annex, for a CHaRM (Center for Hard-to-Recycle Materials) facility, at a lease price of One Dollar ($1.00) per year.

BACKGROUND INFORMATION
Background: CHaRM facilities provide residents with the infrastructure needed to recycle items that cannot be collected through curbside services. These facilities provide recycling options for harder-to-recycle materials, car batteries, propane tanks, and fire extinguishers, as well as electronics like televisions, phones, and laptops.
CHaRM facilities throughout Baldwin County will also serve as Household Hazardous Waste facilities and will be able to accept items such as residential paint and household hazardous waste, including chemicals, liquids, gasoline and pesticides. By collecting these materials at CHaRM facilities and diverting them from the materials recovery facility stream, SWDA enhances worker safety while promoting a more sustainable future by reducing landfill waste and preserving valuable recyclable resources.
CHaRM facilities also accept a wide range of recyclable materials including aluminum cans, plastic, mixed paper, cardboard, household batteries, light bulbs, glass bottles and jars.
The Robertsdale facility is part of SWDA’s ongoing efforts to enhance waste management and recycling services throughout Baldwin County. Robertsdale will become the fifth CHaRM location in the County, joining existing facilities in Fairhope, Summerdale, Orange Beach (opening June 2026) and Bay Minette (opening in the Fall of 2026), with plans already underway for a sixth location. SWDA’s mission is to improve recycling access and provide better service to the residents of Baldwin County.
