BACKGROUND INFORMATION
Background: The Alabama Department of Economic and Community Affairs (ADECA) awarded Baldwin County a Community Development Block Grant - Disaster Recovery (CDBG‑DR) grant to support long‑term recovery efforts related to Hurricane Sally. These funds were appropriated to the U.S. Department of Housing and Urban Development (HUD) through the Continuing Appropriations Act, 2023 (Public Law 117‑180), which allocated CDBG‑DR funding for states and local governments impacted by major disasters. Under this federal appropriation, HUD approved ADECA’s CDBG‑DR Action Plan, establishing eligible activities such as housing recovery, infrastructure improvements, mitigation measures, and resilience‑focused community projects. As the grantee, Baldwin County is responsible for meeting all HUD and ADECA compliance requirements, including financial management, procurement, environmental review, civil rights compliance, and quarterly reporting. County staff will continue coordinating with ADECA to complete required documentation, monitor project progress, and ensure all activities remain eligible and reimbursable under the CDBG‑DR program.
