STAFF RECOMMENDATION

Recommendation

Take the following actions:

1) Approve the allocation of American Rescue Plan Act (ARPA) Revenue Replacement funds in the amount of $3,613,500.00 for the construction contract services with Rogers & Willard, Inc. for the Baldwin County Courthouse Sally Port; and

2) Adopt Resolution #2025-012 of the Baldwin County Commission allocating an additional $3,613,500.00 of American Rescue Plan Act (ARPA) Revenue Replacement funds for the construction of the Baldwin County Courthouse Sally Port project. End

BACKGROUND INFORMATION

 

Background:  In accordance with the Final Rule issued by the U.S. Department of Treasury on January 6, 2022, the County has duly elected to take the standard allowance of revenue replacement funds equal to $10,000,000 of its ARPA funds (“ARPA revenue replacement funds”).

The Baldwin County Sheriff’s Office submitted a request to the Baldwin County Commission to fund the construction of a Sally Port, which will provide a Public Entry Control Point. The new Public Entry Control Point will reduce congestion and give adequate space to manage a threat before accessing the facility, plus increase security features at the judicial entrance. It will also provide a secure area in which to bring prisoners into the facility.
