STAFF RECOMMENDATION
Recommendation
Adopt Resolution #2026-052 expressing the Baldwin County Commission’s staunch opposition to any future effort or attempt to re-open the Red Hill Landfill and desire that Red Hill Landfill remain permanently closed.

BACKGROUND INFORMATION
Background: The Red Hill Sanitary Landfill was permitted for operation through Permit # 02-02 on May 1, 1982, and was under active operation as a landfill until its official closure in 1996. In 2023, a request was received to re-open the Red Hill Landfill for Construction and Demolition (C&D) disposal as well as locate a Transfer Station adjacent to the landfill. After a series of Public Hearings and public input, the Baldwin County Commission unanimously voted to officially withdraw the permit application.
Previous Commission action/date:
October 17, 2023 - FL1 Application for a Permit to Locate a Transfer Station Adjacent to Red Hill Landfill. The Baldwin County Commission unanimously voted to withdraw the Alabama Department of Public Health (ADPH) permit application to locate a transfer station adjacent to Red Hill Landfill.
September 15, 2023 - Public awareness session was held.
September 19, 2023 - The Baldwin County Commission held public hearing regarding application for a permit to locate a Transfer Station adjacent to Red Hill Landfill and permit application for Construction and Demolition Disposal and Red Hill Landfill.
August 15, 2023 - The Baldwin County Commission received the application for permit to allow Construction & Demolition waste at the Red Hill Landfill and the Permit Applicant to locate a Transfer Station Adjacent To Red Hill Landfill.
July 21, 2023 - Public awareness session was held.
May 20, 2023 - Commission received applications for a permit to locate a Transfer Station adjacent to Red Hill Landfill and a permit to allow Construction & Demolition waste at the Red Hill Landfill.
May 16, 2023 - Approved letter to ADEM establishing the reasoning for Permit #02-02 and the appropriate process to follow for re-permitting and subsequent re-opening of the Red Hill Landfill site.
November 2, 2021 - Terri Graham discussed establishing a C&D site for north Baldwin County and include the relocation of the Bay Minette Transfer Station to the closed Red Hill Landfill site and applying for grant funds for the project.
