STAFF RECOMMENDATION
Recommendation
Related to the Association of County Commissions of Alabama (ACCA) Liability Self-Insurance Fund Member Longevity Bonus, take the following actions:
1) Adopt and authorize Chairman to execute Resolution #2026-070 for the 2029 Longevity Bonus, agreeing to Baldwin County’s continued participation in the Liability Fund through at least December 31, 2029; and
2) Authorize Chairman to execute any related correspondence and/or instruments.

BACKGROUND INFORMATION
Background: Each year ACCA Liability Self-Insurance Fund, Inc. evaluates the overall financial condition of the program and considers a refund of investment earning to each participant. To be eligible for the available Longevity Bonus, a county commission must elect to continue its participation in the Liability Fund through fund year 2029.
By agreeing to be a participant, counties are expressing their long-term commitment to the program, and in exchange, the trustees are providing a return of a portion of this year’s estimated premium contribution as evidence of their commitment to provide further improvements in the next three years.
Previous Commission action/date: 09/17/2024 - Adoption of the 2027-2029 ACCA Longevity Bonus and Fund Participation Agreement.
