Recommendation
Take the following actions:
1) Award the bid to the lowest responsible bidder, who met all the specifications, Stearns, Conrad & Schmidt, Consulting Engineers, Inc., d/b/a SCS Field Services
in the amount of $497,540.00; Completion Time: 90 days after Notice to Proceed for the Construction of Magnolia Landfill Gas Collection System - Phase 3 Expansion and authorize the Chairman to execute Contract; and
2) Authorize the Chairman to execute any project related documents.

BACKGROUND INFORMATION
Previous Commission action/date:
3/06/18 meeting: Authorized the Purchasing Director and CDG Engineers to advertise for the Pre-Qualification of Contractors for the construction of Magnolia Landfill Gas Collection System - Phase 3 Expansion.
5/01/18 meeting: 1) Rejected the application receive from H & M Construction Co., LLC, as non-qualified; and 2) Approve the following two (2) applications:
Advance One Development, LLC; and Stearns, Conrad & Schmidt, Consulting Engineers, Inc., d/b/a SCS Field Services; and 3) Authorized the Purchasing Director and Engineer, CDG Engineers to bid the project.
Background: Bids were opened in the Purchasing Conference Room on May 22, 2018, at 2:00 P.M. Two (2) bids were received. Advanced One Development, LLC,
submitted the lowest bid price but cannot be awarded the bid because there Alabama General Contractors License only possess a (BC): Building Construction classification.
This project is installing a Landfill Gas Collection System involving a large amount of piping and no building. Per the Alabama General Contractor Board Chief Investigator,
Advance One Development, LLC, bid outside their classification, putting them in violation of Alabama Code Sections 34-8-1 through 34-8-10, A Contractor Bidding Outside Classification. The lowest responsible bid was received from Stearns, Conrad & Schmidt, Consulting Engineers, Inc., d/b/a SCS Field Services in the amount of
$497,540.00 with a completion time of 90 days after Notice to Proceed. The Engineer with CDG Engineers & Associates, Inc., Daniel Wells, has reviewed the bid responses and has submitted the certified Bid Tabulation and a letter recommending that the bid be awarded to the lowest responsible bidder, Stearns, Conrad & Schmidt, Consulting Engineers, Inc., d/b/a SCS Field Services.
