Proposal for Advanced Plus Service Package by Motorola Solutions, Inc.

STAFF RECOMMENDATION

Recommendation

Approve and authorize the Chairman to sign the Proposal for Advanced Plus Services which includes Statement of Work and Operational Agreement with Motorola Solutions, Inc.  This proposal will provide maintenance, hardware/software updates and a full time technical resource necessary to maintain Baldwin County ASTRO 25 System at the highest level of support and availability.  The proposal is based on a seven (7) year contract effective October 1, 2018, and will expire September 30, 2025.

BACKGROUND INFORMATION

 

Previous Commission action/date:   Yes - 03-03-2015

 

Background:  On March 3, 2015, the Baldwin County Commission approved the Proposal for Lifecycle Management based on a ten (10) year contract expiring on January 31, 2025.  This agreement would replace the existing Lifecycle Agreement as well as the Maintenance Agreement.  It will also provide us with a full time dedicated resource for Baldwin County Commission's Motorola Astro P-25 core, RF site and conventional radio system.  

As with the previous proposed and approved System Upgrade Agreement (SUAII) this agreement will allow Baldwin County Commission to meet the long-term goals of both total cost of ownership and statewide interoperability.  The Advanced Plus proposal will ensure the continuity of Baldwin County Commissions network and reduce system downtime.  It allows Baldwin County to leverage Motorola's experienced personnel to maintain mission-critical communications for the first responders.  Advanced Plus Services focuses on monitoring the network on an ongoing basis, proactively mitigating potential functionality and security issues, and providing both remote and onsite support. The proposed package allows Baldwin County Commission to combine all services currently provided by Motorola into one package at a set rate.

In August of 2017
, our Radio Administrator position was vacated by resignation.  CIS department made multiple efforts to fill the needs of this position through job posting and RFPs for professional services all of which were responded above the budgeted amount.  This Advanced Service Package will provide the needs of technical resources that meet and exceed both the job description as well as the multiple RFPs that have been submitted.

In accordance with Alabama Code Section 41-16-15(11), (13) and (15), the contractual services and purchase of products provided pursuant to the subject agreement are not required to be competitively bid.
