Recommendation

Approve the attached Amendment and Renewal of the Agreement for the Provision of Professional Physician and Related Healthcare Services to the Inmates of the Baldwin County Corrections Center and Juveniles at the Baldwin County Juvenile Detention Center with QCHS, Inc., a/k/a Quality Correctional Health Care, (QCHC) for an additional year at the same prices as the original agreement. (Contract extension begins October 1, 2018 at 12:01 A.M., through September 30, 2019 at 11:59 P.M.)

BACKGROUND INFORMATION

 

Previous Commission action/date: 

05/03/2016 meeting:  Authorized the Purchasing Manager to solicit a Request for Proposals (RFP) for Inmate Medical Services Program for the Baldwin County Corrections Center.

06/21/2016 meeting:  Made Addendum #1, which included one (1) change to the Request for Proposal for Inmate Medical Services Program for the Baldwin County Corrections Center, part of the June 21, 2016, official record of the Baldwin County Commission.

09/06/2016 meeting:  Awarded the Request for Proposals (RFP) for the Inmate Medical Services Program for the Baldwin County Corrections Center to Quality Correctional Health Care, Inc., (QCHC) as per the attached Award Listing and authorized the Chairman to execute the Contract.

09/20/2016 meeting:  1) Rescinded, Terminated and Canceled the “Agreement for the Provision of Professional Physician and related Healthcare Services to the Inmates of the Baldwin County Corrections Center,” approved by the Baldwin County Commission on September 6, 2016 (Agenda Item BB12); and 2) Approved an “Agreement for the Provision of Professional Physician and related Healthcare Services for the inmates of the Baldwin County Corrections Center and for the Juveniles at the Baldwin County Regional Juvenile Detention Center,” between the Baldwin County Commission and QCHC of Alabama, Inc.  (The term of this agreement will be for two (2) years from October 1, 2016 at 12:01 A.M., through September 30, 2018 at 11:59 P.M.)

 

Background: 

During the September 20, 2016, meeting the Commission approved an “Agreement for the Provision of Professional Physician and related Healthcare Services for the Inmates of the Baldwin County Corrections Center and for the Juveniles at the Baldwin County Regional Juvenile Detention Center,” between the Baldwin County Commission and QCHC of Alabama, Inc.  The original Agreement was for two (2) years beginning on October 1, 2016 at 12:01 A.M., through September 30, 2018 at 11:59 P.M.  The Agreement contained a stipulation that the Agreement could be renewed for one (1) twelve (12) month extension by the Commission at their option, if acceptable by the vendor. 

 

Hoss Mack, Sheriff of Baldwin County, has requested that the original Agreement be renewed and amended to increase the mental health hours from part-time to full-time (approximately 40 hours per week) at the Baldwin County Corrections Center.  QCHC has agreed per the attached email to the Amendment and Renewal of the original Agreement for an additional twelve (12) month period with no change in the Agreement price of $153,333.33 per month.
