STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1.                     Authorize the termination of the Memorandum of Understanding and Equipment Transfer Agreement between the Alabama Public Health Care Authority and Baldwin County Emergency Management Agency, for eight (8) bus conversion kits at the Baldwin County Emergency Management Agency to assist with the management of mass casualty events resulting in evacuations of non-ambulatory patients, which was approved by the Baldwin County Commission on September 1, 2009; and

 

2.                     Authorize the Chairman to execute a notice of termination letter to the Alabama Department of Public Health Center for Emergency Preparedness requesting disposal instructions for the eight (8) Bus Conversion Kits.

BACKGROUND INFORMATION

 

Previous Commission action/date:  September 1, 2009

 

Background:  On September 1, 2009, the Commission authorized the Chairman to sign the Memorandum of Understanding/Equipment Transfer Agreement from the Department of Public Health for the EMA to accept eight (8) bus conversion kits at no cost for the purpose of assisting emergency management agencies in the management of mass casualty events resulting in evacuation of non-ambulatory patients.  EMA has never used this equipment.  In accordance with Section 5 of the Memorandum of Understanding, the bus conversion kits will be returned to the Authority or otherwise disposed of by mutual agreement of the parties.
