Recommendation
Approve Resolution # 2019-058 and authorize the Chairman to execute an agreement between the Baldwin County Commission and the Alabama Department of Transportation for the funding of Preliminary Engineering, Right-of-Way, Utility Relocation, Construction and Construction Engineering Inspection for a Roundabout at County Road 13 and County Road 44 (Twin Beech Road). (This agreement shall be effective upon full execution and shall be in effect until the project has been completed and reimbursements are complete. This agreement may be terminated by either party upon delivery of a thirty (30) day notice of termination.)

BACKGROUND INFORMATION
Previous Commission action/date:
February 5, 2019 - The Commission approved an Intergovernmental Service Agreement with the City of Fairhope for the construction of a roundabout at Twin Beech Road and County Road 13.
August 21, 2018 - The Commission authorized the Highway Department to submit documentation and application for a grant under the Federal Highway Administration - Highway Safety Improvement Program (HSIP) for a proposed roundabout on County Road 13 at County Road 44; and authorized the Chairman to execute a letter of intent and any other grant related documents as required.
Background: The Highway Department has been awarded a grant under the Highway Safety Improvement Program (HSIP) for a proposed roundabout on County Road 13 at County Road 44. Under the HSIP program, the Federal contribution will be 90%, and the County, as Sponsor, will provide a 10% contribution. The estimated project cost is $2,012,500.00. The County’s estimated portion will be $201,250.00. Construction match will be budgeted in FY 2020. FY 2019 budget included $130,000.00 for the design of a roundabout. Because Baldwin County received a federal grant for this project, the local match for the Design, Right-of-Way, and Utility Relocation phase is anticipated to be approximately $45,000.00
