STAFF RECOMMENDATION

Recommendation

For Discussion:

Preparations for the possibility of reopening of Eastfork Landfill October 1, 2019.

BACKGROUND INFORMATION

Eastfork Landfill is currently permitted as a Construction and Demolition Debris Landfill with ADEM, solid waste permit number 02-12.  The landfill is permitted to accept 200 tons per day.  The landfill is located on the South half of Section 25, Township 6 South, Range 5 East, in Baldwin County near the Intersection of County Road 32 and CC Road.

Prior to 2007 - the landfill was used for processing storm debris following Hurricane Ivan in 2004.

March 5, 2007 - Eastfork Landfill was opened to the Public for residential and commercial activity, by Baldwin County Solid Waste.

July 27, 2009 - the Baldwin County Commission (County) received correspondence from the City of Gulf Shores (City) regarding the Baldwin County Eastfork Landfill.  The City, in its correspondence, asked the County to consider leasing the Baldwin County Eastfork Landfill to Emerald Waste Services, Inc. (Emerald) to allow Emerald to shut down their landfill, located within the corporate limits of the City which is owned and operated by Emerald.  Further, the City in its correspondence to the County indicates that Emerald’s landfill is rapidly approaching its capacity and that the City desires to reserve future space for the deposit of major debris removal if necessary.

September 15, 2009 - The Baldwin County Commission approved the lease agreement with Emerald Waste Services, Inc. commencing October 1, 2009 for a period of 36 months.

October 1, 2009 - Emerald began operations at Eastfork Landfill

August 31, 2010 - Emerald sent notification to the County to terminate the lease agreement, due to service area not being expanded as requested and lack of volume coming into the site.

September 30, 2010 - Emerald discontinued operations at Eastfork Landfill, the county did not resume operations and the site became non-operational.
