Recommendation
Take the following actions:
1) Approve the agreement between the Baldwin County Commission and Kimberly C. Bonner, Prison Rape Elimination Act (PREA) Consultant, for the provision of PREA auditing services for the Baldwin County Juvenile Detention Center in the total amount of $3,500.00. Term of agreement will commence on the date of its full execution and terminate on August 1, 2019 unless there is a need for corrective action(s), therefore 180 days after said date or the deliverance of the final report; and
2) Authorize the Chairman to sign the Agreement and any related documents.

BACKGROUND INFORMATION
Previous Commission action/date: October 4, 2016
Background: Pursuant to the Prison Rape Elimination Act of 2003 (PREA) Auditing Standards (Auditing and Corrective Action - Juvenile Facilities - 28 C.F.R. § 115.401 - § 115.405) (Attachment 1 to Agreement), the Juvenile Detention Center (JDC) Director has requested the Commission execute an Agreement with Kimberly C. Bonner, K.C. Bonner PREA Consultant, for auditing services at the JDC at a cost of $3,500.00 to be funded from Budget Line 52610.5150. The parties tentatively agree that the initial on-site visit for the audit will occur during the week of June 12, 2019.
